Be it known to all citizens that the Parliament of the Balearic Islands has approved and I, in the name of the King and in accordance with the provisions of Article 48.2 of the Statute of Autonomy, have the good will to enact the following Law:

Directive 2008/98/EC of the European Parliament and the Council, of November 19, known as the Waste Framework Directive, incorporates prevention policies and recycling obligations, and establishes a new hierarchy in waste management by inserting the principles of the Sixth Community Environment Programme.

The Law on Waste and Contaminated Soil of the Balearic Islands aims to be a law for sustainable waste management, as well as a legal tool to turn towards the new European and global paradigm of the circular economy. The generation of waste has to decrease, and the waste generated has to stop being a waste and become a resource.

A specific regulation is needed, adapted to the peculiarities of the Balearic archipelago, to face the challenges that exist, not only in waste, but also in contaminated soils, a subject perhaps not so well known, but no less important.

Recycling is not enough greenpeace

Recycling is not enough

Landfills and sanitary landfills are methods that are now totally re-evaluated; this is one of the main conclusions of the Paris COP 21 summit (December 2015) and subsequent summits. Landfills must be reduced until they disappear, as they contribute enormously to global warming.

Burying recyclable materials in the ground has many disadvantages; raw materials that could be used are lost. Not burying garbage has enormous ecological benefits. It is important to take advantage of recyclable materials, because when they are buried they take too long to degrade.

With the implementation of the project we offer, two things are achieved: recovering raw materials and taking advantage of organic matter; materials are reintroduced into productive chains and the energy present in everything that has been alive is not wasted.

Both the generation of leachates and greenhouse gases (GHG) are produced as a final product of the anaerobic putrefaction of organic matter. Both situations are very difficult and costly to control. To combat this situation, we use the best way: act before and prevent leachates from being produced.

Unfortunately, lighters cannot be recycled. The residue of lighter fluid or butane makes lighters impossible to process, even when the lighter has been emptied or cleaned. However, before you throw your lighter in the trash, contact your local sanitation or waste management department to find out what the regulations are where you live. In some states, you are required by law to throw the lighter in the trash. In other states, you may not dispose of your lighter and must take it to a dedicated hazardous waste site for separate processing.
